STUDY LEAVE (PSR 100223) IN NIGERIA FEDERAL CIVIL SERVICE

The Public Service Rules makes ample provision for the training and development of Civil Servants, with the aim of enhancing the officer’s performance, adding value to the Service and encouraging professionalism in the dispatch of their duties. For this purpose, officers may be allowed to undertake courses of study under the following broad types of Study Leave (PSR 100224):

In- Service Training: This is granted to a confirmed Officer for a period not exceeding two (2) years with normal emoluments, allowances and course fees paid by the Government and the period of Study shall count towards gratuity and pension (PSR 100225). Such training should have been provided for in the
approved training Proposals of the MDA.

Study Leave with Pay: Is granted to a confirmed Officer for a period not exceeding two (2) years with normal emoluments and allowances only. It provides for an extension period of one (1) year in the event of a carry over of courses by the Officer (PSR 100226). The period of Study shall count towards gratuity and
pension and the training provided for in the approved training Proposals of the MDA.

Study Leave without Pay: Officers are granted Study Leave without Pay where the proposed courses of study are not contained in the approved Training Proposals of the MDA.

The duration of the study Leave shall not be more than four (4) years in the first instance and a possible extension of one (1) year only. The Officer will not be entitled to any emoluments and allowances during the period of his Leave. The period shall not be regarded as break in service.
Self-Development/Private Studies

Civil Servants are also encouraged on self-development and to engage in private studies for higher degrees, provided that such studies do not interfere with official duties. (PSR 120311)
