The Scheme seeks to identify and develop a pool of competent and resourceful retired top Civil Servants and Permanent Secretaries whose Skills, Capacities and Experiences could be utilised by MDAs to support efficient and effective service delivery in the system, either as Consultants, Resource Persons, or Technical Advisers. It would also harness the capacities of the retired Civil Servants and Permanent Secretaries in mentoring existing Officers in the Service, and provide opportunity for liaison amongst retired Civil Servants for the purposes of effective contributions to national development. The Scheme will initially be limited to Officers who rose through the ranks in the State or Federal Civil Service to become Deputy Directors, Directors, and Permanent Secretaries. Other Officers below the level of Deputy Director may be considered based on their professional acumen, and on recommendations of their last Permanent Secretary.
