CRITERIA FOR AWARDS & RECOGNITION UNDER THE SERVICE-WIDE CATEGORY

The criteria for each of the Awards and Recognitions are as follows:

1. PRESIDENTIAL DISTINGUISHED PUBLIC SERVICE AWARD

This award would be conferred on an officer who has distinguished himself or herself in the Civil Service.

2. HEAD OF THE CIVIL SERVICE OF THE FEDERATION EPIC AWARD

This award is intended for an officer who has.

3. PRESIDENTIAL CIVIL SERVICE MERIT AWARD

This award is intended for an officer who has distinguished himself or herself in the Public Service.

THE CRITERIA OF PRESIDENTIAL DISTINGUISHED, HEAD OF CIVIL SERVICE & PRESIDENTIAL CIVIL SERVICE are as follows:

  • distinguished himself or herself in the Public Service;
  • demonstrated unusual patriotic commitment to the Civil Service;
  • served for a considerable length of time in the Service;
  • demonstrated a high level of productivity;
  • demonstrated integrity in service delivery;
  • demonstrated efficiency in service delivery;
  • demonstrated Commitment and dedication to scheduled duties and responsibilities;
  • evidence of personal impact on Citizens and the Public; and
  • demonstrated adherence to overall performance across core Civil Service values.

4. THE PUBLIC SERVICE EXCELLENCE AWARDS

The Public Service Excellence Award aims at recognising outstanding individuals or Teams who have innovated, impressed and made a difference in their MDA over the past 12 months. It is a reward for organisational excellence for Ministries, Departments and Agencies, or Divisions and Units, which have gone the extra mile to improve public service delivery by adopting innovative and citizen- friendly means to deal with daily challenges.

The goal is to instil a culture of excellence and innovation among Civil servants in the discharge of their duties by promoting a performance based, responsive, customer-focused and accountable public service. It showcases the highest achievement in service excellence by individuals who have distinguished themselves in their Organisations. Sub-categories of the Award are:

  1. Citizen-Centred Delivery Award.
  2. Leadership and Team Spirit Award.
  3. Efficiency and Effectiveness Award.
  4. Innovation and Improvement Award.

FURTHER CRITERIA REQUIREMENTS:

Nominations would be considered against the following Award-specific criteria;

  1. Citizen-centred delivery;
  2. leadership and team spirit;
  3. efficiency and effectiveness, and
  4. innovation and improvement.

In addition to the forgoing, the following criteria shall be taken into consideration:

  1. Promotion or demonstration of the core values and behaviours set out in the Public Service Rules: has the nominee acted (where relevant) with integrity, honesty, objectivity and impartiality?
  2. Measurable benefits: does the nomination provide evidence that the project or programme is having a tangible effect?
  3. Working in partnership: has the nominee introduced effective joint-working arrangements that bring together colleagues from multiple teams, departments or other internal or external organizations?
  4. Sustainability: will the initiative and practice described leave a lasting legacy and can it be replicated across government?
  5. Inclusion: has the nominee been inclusive, engaging the individual strengths, talents and experiences of teams and considered all groups of customers, service users, audiences or stakeholders in developing solutions?
  6. Innovative: has the nominee used innovative approaches and made the best use of the technology available, resulting in a step up from business as usual and real benefits to end users?
  7. Impact: has the nominee made an impact beyond their immediate team/business area/department?
  8. Demonstration of an exceptional ability in Service Excellence and dedication to providing outstanding and exemplary service to the Public.
  9. Demonstration of a shared commitment to Service Excellence, in complying with the Service Excellence standards consistently through projects initiated and/or daily operations within the Organisation.
  10. Demonstration of a shared commitment to Service Excellence, in complying with the Service Excellence standards consistently through projects initiated and/or daily operations within the Organisation.

5. SPORTS ACHIEVEMENT AWARD

This Award for outstanding performance in Sports is intended for individuals or teams whose exceptional performance in Sports has significant impact and brought honour to the Federal Civil Service. This would include the winning of a Gold or Silver or Bronze Medal at a National, Continental, or International Sports and Games Event. For this Award, sports and fitness are defined as those activities requiring physical conditioning and/or refinement of skills so that competitive excellence may be achieved.

Eligibility

  1. Individuals or Teams must attain:
  2. First place at a National Festival, Championship or Games;
  3. First, Second or Third place at a Continental, World Festival, Championship or Games.

Note:

  1. The championships recognized for eligibility at the National, or Continental or International level will be those championships awarded by that Sport Governing body and the Federation for Public Service Games (FEPSGA). Zonal, Divisional, District, Academic championships or Tournaments, and Civil Service Games do not qualify.
  2. A National or Continental Award must be achieved through eliminations at successive levels. Only at the International level may an individual or team be appointed to advanced standing without qualifying at successive levels.
  3. The Selection Committee reserves the right to acknowledge individuals or teams that have achieved outstanding results.
  4. When multiple recognitions are awarded to an individual or team, the recipient(s) will receive one award that recognizes all achievements.
  5. Team competitors will receive individual Awards. Volunteer coaches, managers and
    team assistants are also eligible to receive an Award.

6. RECOGNITION OF RETIRED PERMANENT SECRETARIES

The aim is to recognize retired Permanent Secretaries in appreciation of their dedication and service to the Nation. It is also an avenue for serving Permanent Secretaries to socialize and interact with one another with the goal to engender friendship, camaraderie and good working relationship, which is critical for the attainment of the goals of the Federal Civil Service.

A reception, sponsored by the Office of the Head of the Civil Service of the Federation, would be held, twice a year, for Permanent Secretaries who retire within a given year.
