PILOTING PERFORMANCE MANAGEMENT SYSTEM

In the 2017-2020 Federal Civil Service Strategy and Implementation Plan (FCSSIP-2020), the institutionalization of performance management is one of the prioritized areas for action. This is to be carried out by finalizing the Performance Management System, Piloting Tools, implementing core Performance Management Policy elements, linking benefits to individual performance and introduce bonuses.

In April 2019, the Office of the Head of the Civil Service Federation focused on the design and implementation of a Service-wide Performance Management System, amongst other activities.

What is Performance Management System (PMS)?

PMS is an assemblage of methodologies for managing:

  1. Behaviour,
  2. Processes and
  3. Results,

to ensure that goals and objectives are consistently achieved in an effective and efficient manner.

PMS is a tool used to implement organisational strategy by;

  1. Communicating organisational goals and objectives.
  2. Reinforcing individual accountability for meeting those goals.
  3. Tracking individuals and organisational performance results.

This is done by planning, coaching and reviews.

A PMS, therefore, provides employees with four basic benefits:

  1. A clear understanding of job expectations.
  2. Regular feedback about performance.
  3. Advice and steps for improving performance.
  4. Rewards for good performance.

The purpose of designing and implementing a Performance Management System is to ensure that performance happens by design and not by chance.

To achieve this, a test run of PMS is being carried out in the Federal Ministry of Agriculture and Rural Development, Ministry of Petroleum Resources, and the Office of the Head of the Civil Service of the Federation to test and simplify the designed PMS Process Template.

A Lesson Learning Workshop was also held to learn from Government Agencies already running PMS.

A stakeholders and Validation workshop will be carried out in the coming weeks.
