Over the years, the welfare of the workforce across the Federal Civil Service has not been accorded due attention owing to the lack of an institutional mechanism. The result is an uncoordinated approach towards the welfare of Civil Servants, scant attention to occupational health and safe work environ- ment issues. Furthermore, the prevailing economic situation presents a criti- cal need to improve the benefits and welfare packages of Civil Servants to cushion the effect of this economic condition, and improve productivity of the Civil Servants.

Pursuant to the vision of the Head of the Civil Service of the Federation to reposition the Federal Civil Service to a world-class standard, the Federal Civil Service Strategy and Implementation Plan 2017 – 2020 was developed and approved by the Federal Executive Council. This plan highlighted eight (8) priority areas for implementation including issues relating to the welfare of employees. The Service Welfare Office was therefore re-established in August 2017 to address all welfare related issues in the eight (8) priority areas of the Strategy and Implementation Plan.Its mandate is:

  1. To promote safe and convenient work environment, well-being, and provide support for Civil Servants.
  2. To provide relevant pension information to retired Civil Servants and encourage the continued utilization of their expertise in the Federal Civil Service.

The scope of operation of the Service Welfare Office covers the various dimensions of welfare issues in the entire Federal Civil Service spectrum. In order to achieve its mandate, the Office is developing a system that takes care of the well-being of employees beginning from entry into the Service, to exit, and beyond in order to motivate employees to contribute fully towards achieving the overall vision of Government. This system is expected to guarantee the welfare of employees at every stage in their career and bring about an all-round development of the workforce, increase in their general efficiency and ultimately National Economic Development.

The Head of the Civil Service of the Federation also approved a three (3) Departmental Structure for the Service Welfare Office as follows:

  1. Occupational Health, Safety and Environment (OHSE) Department is responsible for ensuring safe, healthy, and conducive workplace environment as well as providing and regulating recreational and other social facilities for Civil Servants.
  2. Employee Relations and Welfare (ERW) Department is responsible for initiating and implementing policies and programmes towards improved personal benefits and welfare of the Civil Servants; ensuring a graceful and dignified process of exit in the final stage of their professional career, and provides regulations towards ensuring industrial harmony in the Federal Civil Service.
  3. Federal Integrated Staff Housing (FISH) Department is responsible for development and implementation of policies and programmes that would ensure access to affordable housing by Civil Servants.
  1. To facilitate and regulate the provision of improved welfare services to Civil Servants across all MDAs in line with the Efficient, Productive, Incorruptible and Citizen-Centered (EPIC) Culture envisioned for the Service, by the Head of the Civil Service of the Federation.
  2. To create sustainable interface with retirees of the Service, institutionalise a Post-retirement Information System, and build an environment where they can relate with each other as well as continue to contribute as partners, in National Development.

The objectives of the Service welfare Office are as follows.

  1. To enable improved access to acquisition of property by Civil Servants.
  2. To formulate policies and initiatives that will improve the conditions of Service, Remuneration and Compensation, Welfare and Benefits of Civil Servants.
  3. To promote international best practices in Work Environment, Occupational Health, and Safety in the workplace.
  4. To prepare Civil Servants for retirement mentally and financially through Retirement Planning Services.
  5. To develop a Post-retirement Information System and provide liaison for retirees of the Civil Service

About SWO Newsletter

Service Welfare Newsletter is a platform for the enlightenment of Civil Servants. It’s designed to bridge the communication gap between Government and its employees by promoting public understanding of Government’s Welfare Programmes for Federal Civil Servants, through accurate and impartial news, information, perspectives, and analysis.

    Mr Emmanuel Otu is the Director, Federal Integrated Staff housing Department, Office of the Head of Civil Service of the Federation. He is from Okene Local Government Area of Kogi State. He joined the Federal Civil Service of Nigeria in 1986 and rose to the position of the Director in 2014.He resumed as head of FISH Department on 24th November, 2018 and subsequently became the first full-fledged Director of FISH Department. He attended St. Bartholomew’s Primary School, Zaria and Rimi College, kaduna for his primary and post primary education. He later enrolled in the famous Ahmadu Bello University Zaria, where he obtained a Bachelor of Arts (Hons) degree in Geography. He further obtained a Master’s Degree in Public Administration from University of Maiduguri in July 2003.

    The Director is a seasoned administrator who’s work and professional experience over two decades. He has traversed the Banking Sector, Federal Inland Revenue Services as Tax Controller and contributed to Tax Policy in Nigeria as well as held several directorate positions in at least five different Federal Ministries before his present posting to head Occupational Health, Safety and Environment (OHSE) Department in the Office of the Head of the Civil Service of the Federation. He is a fellow of the Chattered Institute of Taxation (CITN), Nigerian Institute of Debt Management (NIDM) and member, Nigerian Institute of Management (NIM). The Director, OHSE believes that the welfare of staff is a sine qua non for high productivity and efficient service delivery and is committed to ensuring that all civil servants are provided with safe and conducive work environment.
